Where is everyone getting their latest issue of Lula?

I have been checking the usual Border's constantly but cannot seem to find it!

What is Lula? My mother's name was Lula and she always hated it. At one time I created a line of bags called "Lula Bags" I liked it because I found it somewhat unusual.
